Scope of the response

The response is deliberately limited to disclosure architecture, sustainability information interoperability, evidence provenance, information validity and regulatory information governance. The supplementary paper defines Pre-Disclosure Evidence Infrastructure as the structures and controls through which information becomes identifiable, traceable, interpretable, updateable and machine-readable before it enters disclosure, reporting, assurance, supervision or market use. The response advances six horizontal principles: source identification and provenance, structured identifiers, version and change governance, machine-readable information structures, evidence continuity and interoperability without duplication. It remains technology-neutral and does not prescribe a ledger, vendor or proprietary system.

The 122-page master file contains five pages of controlled record metadata and governance, an appendix cover, the 108-page European Commission contribution record, a second appendix cover and the seven-page supplementary institutional position paper. The package preserves the source documents without substantive alteration and records the source-file fingerprints used to assemble Version 1.0.
